Central Florida Tourism Oversight District appointed by Ron DeSantis formally declares Disney's agreements with Reedy Creek to be null and void

The Central Florida Tourism Oversight District Board of Supervisors met today and declared the February 8, 2023, Development Agreement and Declaration of Restrictive Covenants entered into by the Reedy Creek Improvement District and Walt Disney Parks and Resorts void and unenforceable.

The Ron DeSantis appointed board met today to nullify Disney and RCID's February 8 agreements

Earlier this week, the board released pages of legislative findings regarding the February 8 agreements that the Central Florida Tourism Oversight District say makes them null and void.

Signed into effect on February 8, just as the Florida House passed the legislation to take control of Reedy Creek Improvement District, the new Developer Agreement gave Disney significant control of the RCID land and prevented the new board from making any changes to the agreement.

Chair of the new Central Florida Tourism Oversight District board Ron Garcia said during the meeting, "Disney picked the fight with his board. We were not looking for a fight." He continued, "Factual and legally, what they created is an absolute legal mess, and it will not work."

Today's vote to approve the findings now directs the litigation counsel to have Disney's agreements with Reedy Creek declared void and unenforceable and stricken from the public records of Orange and Osceola Counties.

Disney has not yet publically commented on these recent developments, and it remains unclear if it will challenge today's decision.

You’re so out of touch with the times. Institutional knowledge isn’t based. The terms are clearly part of the facade of propriety. The posts are minor patronage and an example of “new” ideas of executive power. People can rotate through and they get to pad their resume because the board only needs to exist, not overtly act, at this time. So long as Disney remains compliant anyone can provide the rubber stamp. Who has remained is quite telling.

How normal is it for boards roughly like this one to change members this often disconnected from their terms? I keep wondering what the point of terms even is, if we're just going to replace members whenever anyway.

This is not normalcy nor should we lie and pretend it is. Development and building are local concerns and this structure remains abnormal and completely outside the construct of what are supposed to be legal taxing authorities. The threats remain clear, even if they’re just more loudly coming from others at the moment, and Disney is actively complying.

I think I would like to know Gilbert's campaign contribution history he seems to fit the bill of a Florida real estate salesman. Those and car dealers seem to gravitate to being politicians. Oh and lawyers too. I guess I yearn for the days of citizen service where the motives were clear but the money is way too high a bar for most.

These seem like decent appointments. Certainly better than the departing board members. With these appointments, it would seem to me that the new board will have members that are all qualified to be there. With the showdown over, things have returned to normalcy.
