New Tower of Terror seat belts

Reports in this week indicate that some of the elevators on Tower of Terror have been fitted with new lap belts in place of the lap bar. This may be part of Disney's increased focus on safety systems, or a requirement for the upcoming Tower of Terror 4 drop profile perhaps? Anyone know more?
